I thought the Statute of Limitations started running out after the victim turned 18 in cases of statutory rape? In any case, I doubt Margene would testify against Bill, and so that might be a hard one to prosecute. It depends on where the writers want to go with the story, though.

I know that in Texas, the victim doesn't have to testify. Margene had a child with Bill before she turned 18 - two kids, actually. In Texas, even if she didn't press charges or testify, the state would press charges and use the boys ages and paternity tests to prove what he did. Utah has laws very similar to Texas. I am betting they could do the same.

The statute of limitations, whether or not statuatory rape laws are enforced and when the count starts depend on the state and the local jurisdiction's discretion. Many courts decide, depending on the age of the "child" and other factors, that it is not a good use of their time and money. Since Bill and Margene married and now have children, I doubt he would be prosecuted.

I think it would depend on whether or not the prosecutor believed there would be any political gain for him by prosecuting Bill, otherwise it would be a waste of time and money. They're living as if they're married, she's now legal age, and Bill is the breadwinner. If they prosecuted Bill, they'd be causing Margene and her children more harm by taking away the person they've grown to be financially dependent on for a stable income.

Generally speaking, Law Enforcement needs a valid complaint before they will (or should) take any action. CPS and LE use each other amorally (to put it mildly) for this purpose.
There are a lot of people who hate Bill, (and his lifestyle) enough to at least make an anonymous complaint, I should think, but the the do need a compelling reason to call out the cavalry. Even a dishonest one would do the trick.
But... who is complaining? Other than the general public with all of it's phony hypocritical media orchestrated social engineering outrage. All of the principles are happy, or at least happy enough to fake it. Prosecution would be an injustice to all the parties concerned, however gratifying it might be to all those who are not.

If Bill and Barb had wanted to really know how old Margene was when Bill started banging the babysitter they could have found out. Bill was in too much lust to think with his big head and Barb just didn't want to lose Bill so she turned a blind eye. She lost her independent thought back then, but she's getting it back now. She wants to have a voice in family decisions and leadership in their faith. Margene didn't say anything because she was a lost, fatherless child and she found her father figure in Bill. She seduced Bill and got pregnant to be sure to become another wife for Bill to join a family she was missing before.

Did the age of consent in Utah change since season 1? I remember Rhonda telling Sarah that she had a "pre-marriage placement" with Roman at 15 to "get around the law until I'm 16." Or was that just the age that the compound married off women? Kind of confusing.

Under 18: Utah law states that marriage at the age of 18 years and above does not require parental consent. For those aged 16-17, parental consent is necessary. For those 15 years old, the following requirements must be met:
• Parental consent must be obtained.

Margene worked at Home Plus. She would have had to show her I.d. when she was hired, for tax purposes and even proof that she was old enough to work. SOMEONE (Don?) would have known she was 16. I call BS.

Here's my problem with all of this. Margene first worked at Home Plus. She worked for Bill. She had to provide her drivers license for employment. Plus, when a person is under 18, there are certain things she cannot do due to her age (drive a forklift, work a trash compactor, etc). Bill should have known her age if he put in any effort into knowing his employees. Exsctly! What about her W-2s? Her SSN? There is no way dhee worked in a retail store with no documentation of her age and other info.
