Joey and Wanda's baby is JJ's and Wanda's test tube baby. Maybe that has caused the baby to never grow or age.

We do know that Wanda has had at least one other pregnancy where the baby did not live. So it is possible that her other child(ren) was not Joey's though. We have also been told that Joey and Wanda are second cousins so since Wanda's parents are siblings, that would increase the chance that their children would have health problems. I do not think there is a problem with Joey Jr except that it is easier to handle infants than toddlers on a TV set.

The writers have pointed out that time on the show moves slower than real time, so the child actors grow faster than their characters. That's why a new actress played Teeny this season. The old Teeny outgrew the part. So it's hard to know if Little Joey is supposed to be slow in his growth and development or not.
If Little Joey is not growing, it could be an indication of incestous breeding. Here's a quote from a story in the Salt Lake Tribune, April, 1999.
"Several Kingston offspring of incestuous couplings also have been born without fingernails, a disease that could be linked to a number of genetically caused abnormalities, although an exact diagnosis is impossible without closer study of medical records. Since most Kingston children are born in homes under the scrutiny of trusted and secretive family midwives or clan leaders, documentation of medical abnormalities is rare, but not unprecedented.
In 1996, the now 31-year-old Kingston mother of two slow-growing children sought explanations at Primary Children's Medical Center. Initially, she tried to conceal her marital relationship.
